<![CDATA[<p>The North Carolina Department of Public Instruction recently conducted a statewide survey to collect stakeholder input on Less Commonly Taught Languages (LCTL).  Over 1,800 people across the state shared their opinions, with the majority coming from K-12 students and educators.  Business people, university faculty and staff, and community members also joined in.  The results indicated the following:</p>]]>
<![CDATA[<p>•	Arabic, Japanese, and Russian were the languages that were considered to be the most important to be offered to North Carolina students.  The other languages included in the study were Farsi, Hindi/Urdu, and Korean.</p>

<p>•	Students chose the top three languages because they were curious about the language, felt that knowledge of the language would give them a competitive edge in the job market, and thought that studying the language would help them get into college.</p>

<p>•	The six languages in the survey are spoken by customers, employees, local citizens, other professionals, and students of all ages.  </p>

<p>•	Respondents felt that it was important to have people available who could speak these languages:<br />
o	to greet visitors and customers and engage them in simple conversations,<br />
o	to understand basic replies and requests, and <br />
o	to read short passages or messages.</p>

<p>•	Many of those surveyed knew that after just two years of studying a language, an individual can:<br />
o	converse about familiar activities, <br />
o	ask and respond to questions about everyday topics, and  <br />
o	read and write short sentences and messages.</p>

<p>•	It takes approximately three years of study of a new language to be able to write descriptive paragraphs and understand longer conversations and lectures.  Writing reports and giving presentations usually requires four years of study.  </p>

<p>•	Respondents noted that the two most important reasons for North Carolina students to study Arabic, Japanese, or Russian were:<br />
o	To operate effectively as individuals in a global society, and<br />
o	To improve life for themselves and others in our state and in our communities.  </p>

<p>The results of this survey were combined with information from the National Security Language Initiative and the North Carolina home language survey data, and it was determined that two levels of Arabic will be developed as online foreign language courses to be made available to all high school students through the North Carolina Virtual Public School (NCVPS).</p>

<p>This project is funded by the North Carolina General Assembly under Funds to Teach Critical Foreign Languages.  Mandarin Chinese is also considered to be a critical foreign language but it is already being made available to our students through a combination of a Foreign Language Assistance Program (FLAP) grant and an Advanced Placement (AP) grant. <![CDATA[<p>The K-5 Dual Language/Immersion Curriculum was completed as part of the state FLAP grant project "Building the K-5 Infrastructure for Dual Language/Immersion Programs." The draft curriculum was written by teachers and administrators representing 11 dual language/ immersion schools in the state to guide the development of foreign language competencies in these programs and is inclusive of all modern foreign languages. </p>

<p>These schools piloted the draft curriculum during the 2006-2007 school year and a revised draft curriculum document, including glossary, resources and activities, is being compiled. <p>What is Linguafolio? It’s basically an ongoing formative assessment tool that can motivate and reward learners at the same time it informs instruction. LinguaFolio is based on the European Language Portfolio (ELP), National Foreign Language Standards, ACTFL Performance Guidelines and ACTFL Proficiency Guidelines and was developed by members of the National Council of State Supervisors For Languages (NCSSFL): <a href="http://www.ncssfl.org/links/index.php?linguafolio">http://www.ncssfl.org/links/index.php?linguafolio</a></p>]]>
<![CDATA[<p>The goals of Linguafolio are to:<br />
 • encourage the learning of all languages<br />
 • emphasize the value of knowing many languages - plurilingualism and  <br />
   pluriculturalism<br />
 • contribute to global understanding<br />
 • promote autonomous learning and the ability to assess one’s skills<br />
 • facilitate articulation among language programs (e.g., high school <br />
   to university, transfer of students within school districts) based <br />
   on a clear and commonly accepted description of language <br />
   proficiency<br />
 • serve as a tool to assess language learning<br />
 • recognize and value heritage languages<br />
 • promote language learning as a lifelong endeavor</p>

<p>Original pilot states were Nebraska, Kentucky, Indiana, and Virginia.  The Virginia and Kentucky versions were revised by the 5 states (Virginia, South Carolina, North Carolina, Georgia and Kentucky.) and piloted. <p>LinguaFolio creates a document in which those who are learning or have learned a language can record and reflect on their language learning and cultural experiences. It is a tool that should accompany language learning throughout life and is suitable for documenting language abilities for various uses. </p>

<p><br />
LinguaFolio consists of three parts, which can be housed electronically or in notebook form. </p>

<p><strong>1. Language Passport:</strong> An overview of experiences and ability with different languages. It can be updated frequently and records formal qualifications, diplomas and self- assessments. </p>

<p><strong>2. Language Biography:</strong> A record of personal language learning history that helps to evaluate learning goals and reflect on language learning and cultural experiences. This includes a series of Self-Assessment Checklists, which are updated annually.</p>

<p><strong>3. Dossier:</strong> A collection of pieces of work and certificates chosen by the individual to document and illustrate language skills, experiences and achievements. It can be used to demonstrate the individual’s language abilities to others. </p>

<p><strong>Professional Development and Implementation in the Classroom</strong><br />
One challenge with any new educational innovation is professional development – those experienced in implementing the Linguafolio see this as crucial to the success of the program. The 4 pilot states found teachers tended to try to get all the forms filled out by the students within a few days. Formative assessment needs to be imbedded and used throughout the learning process. The five modules of professional development will present the background, rationale and implementation tips to guide teachers in successful implementation.</p>

<p>One way to present the LinguaFolio concept is to make an analogy to sports and individual records versus the scores of games the player has played in. Students who play a sport realize that the final score of a game is not an accurate evaluation of their performance as a player. Instead, statistics about performance and visual records may be used to indicate a player’s ability and progress. Similarly, the final test in a class should not be seen as the ultimate goal of language learning, but documentation of all the aspects of second or foreign languages that are under a student’s control can be accumulated to give a richer picture of proficiency in those languages. This is where the language dossier ‘enters the game.’</p>

<p>Classroom time management scenarios:</p>

<p>Teachers may arrange to have self-directed, once a week time periods for learners to update and record their progress. Alternatively, the Linguafolio can be used when there is an extra ten minutes during which learners could update and record their progress.</p>

<p>Nebraska did a 10 day professional development where teachers created their own LinguaFolio. The hardest thing for them was to write the reflection and to set goals. The organizers had to do a lot of training on how to do that. This indicates that students may also need additional support in these areas.</p>]]>

<p>A variety of dual language/immersion programs exist in North Carolina. The program is determined by the population served. In Fall 2005, there were seven schools with dual language/immersion programs. Currently, there are more than 30 programs and that number is growing.  </p>

A draft K-5 Dual Language Curriculum was completed as part of the state FLAP grant project "Building the K-5 Infrastructure for Dual Language/Immersion Programs." The draft curriculum was written by teachers and administrators representing 11 dual language/ immersion schools in the state to guide the development of foreign language competencies in these programs and is inclusive of all modern foreign languages. </p>

<p>These schools piloted the draft curriculum during the 2006-2007 school year and a revised draft curriculum document, including glossary, resources and activities, is being compiled. <![CDATA[<p><strong>Two-Way programs</strong><br />
These programs group native speakers of English with native speakers of the target language. The mix is approximately 50% of each group and both become bilingual, biliterate and bicultural.  Instruction is provided both in English and in the target language on alternate days, according to academic subjects, or according to a daily schedule (morning in one language and afternoon in the other.)  There are a variety of models, and percentages like 90/10 and 50/50 are used to refer to how much of the instruction at different grade levels is conducted in the target language versus how much is given in English.  For example, one school might have 90/10 in K-1 and then move to 50/50 for grades 2-5 while another school starts at 50/50 in kindergarten and continues with that through grade 5.</p>

Development of a model for ongoing training of immersion/dual language teachers with emphasis on language production in the languages other than English, literacy instruction through a second language, grade level content instruction through a second language, and proficiency assessment for languages other than English.</p>
