(MSP) Mathematics and Science Partnership RFP Sept. 08

When the No Child Left Behind Act of 2001 became law in 2002, a section of the Act allocated money to each state to improve its mathematics and science education. North Carolina has been allotted approximately $5,001,796 for fiscal year 2009-2010 to continue the thirteen projects already funded and begin new three-year Mathematics and Science Partnership (MSP) grants. Up to four new MSP projects will be funded. The goal of these grants is to improve the mathematics and science knowledge of North Carolina students in high-need school districts by providing professional-development activities to their mathematics and science teachers. All funding for this program is contingent upon continued funding from the federal government. The deadline to apply for a grant is January 9, 2009.

For more information please contact Everly Broadway, ebroadway@dpi.state.nc.us.

NC Students Gain on SAT; Gap with Nation Narrows to 10 Points
North Carolina’s average SAT score in 2008 increased, bringing the state to within 10 points of the nation’s average, according to information released today by The College Board. North Carolina’s average SAT score was 1,007 and the nation’s was 1,017. North Carolina students also out performed the nation on the ACT for the first time in at least five years and improved their performance on Advanced Placement tests. To read more, as well as access local district and high schools’ results, please go to the NCDPI Web site at http://www.ncpublicschools.org and click on the appropriate link under “News.”

Teaching Standards
The National Board for Professional Teaching Standards has revised the standards for mathematics teachers. EA and AYA have one set of standards. The standards are up for review at the web site below. I strongly suggest that you and colleagues in your states review these standards and comment. The turn-around time is VERY limited-September 12 is the deadline. These standards are dramatically different and will affect teachers attempting to re-certify or certify for the first time.

NCCTM Mini-Grant Deadline Approaching
NCCTM's Mini-Grant program provides incentive funding for North Carolina teachers as they develop activities to enhance mathematics education. This program provides funds for special projects and research which will enhance the teaching, learning, and enjoyment of mathematics.

There is no specific criteria for projects except that students should receive an on-going benefit from the grant. Available to current members of NCCTM, the mini-grants are awarded in each of the organization's three regions. A total of $15,000 is available each year for the mini-grants, with each region awarding approximately $5000 in grants to its members. In recent years, approximately 30-35 proposals have been partially or fully funded, for an average grant of just less than $800.

Grant proposals must be mailed or emailed as a Word file by September 15, and proposals selected for funding will receive their funds as soon as possible after the state conference.

Go to http://www.ncctm.org (Grants and Scholarships) for more information and forms.

PARTNERS for Mathematics Learning (K-8 Professional Development)
We are planning two meetings for LEA contacts and other interested LEA representatives to debrief the Partners work from summer 2008 and to discuss plans for summer 2009. At those meetings we plan to share data about 2008 participants, ask LEAs to share their plans for using the Partners professional development, seek feedback and suggestions, and share plans for summer 2009. We also have the very important task of discussing how we will gather the data about classrooms that the Department of Education is requiring beyond our research study.

LEAs that did not participate in Partners this past year are invited to attend and consider joining us for summer 2009. In summer of 2009 there will be four days of professional development (rather than five) with separate sessions for K-1, 2-3, 4-5, 6-7, and 8th grade members of LEA Leadership Teams. The purpose of the summer 2009 work will be to build upon the big ideas from each strand that we emphasized this year and provide grade-level specific professional development. In K-5 the emphasis will be on delving into the new 2008 curriculum. In grades 6-8 the focus will be the mathematics in the current curriculum wit a strong emphasis on algebraic reasoning and skills.

There are two meetings scheduled:
1. The first meeting on September 8 will be at the Crowne Plaza (formerly the Holiday Inn) in Hickory (exit 125 off I-40).
2. The second meeting is on September 10 in Raleigh in the Carswell Concert Hall in Wainwright Music Building on the Meredith College Campus, 3800 Hillsborough Street.

Both meetings will have on-site registration from 9:30-10 and will include lunch. We will adjourn by 2 p.m. each day.

So that we will be prepared for lunches and the appropriate number of materials, please let us know the number of participants who will attend the meeting from your LEA. You can email this information to Jeane Joyner, Project Director, at joynerj@meredith.edu.

If you participated in the Partners project this summer, you may register by going to the Partners website at http://partners.mrooms.org and complete the “September Meeting Questionnaire” that you will find listed in the Site 13 - LEA Contacts link on the left side of your screen. Contacts from Partners LEAs have already been registered as members of Site 13. If you have previously participated in the website, you simply log in as you did before. If this is the first time you have logged in, click “log-in” in the upper right side of the screen. Your user name is your first and last name followed by the number 13. (example: daffyduck13) Your password is your last name – first letter capitalized (example: Duck).

If you have trouble logging in or have forgotten a previously used password, please contact our webmaster at ballardfr@gmail.com.

The success of the Partners for Mathematics Learning will depend in part upon how well we are able to meet your needs. Thus, these meetings are important opportunities for you to give us suggestions and for us to share what we need to meet our funding obligations.

2007 Presidential Awards for Excellence in Mathematics & Science Teaching Awardees

The Presidential Awards for Excellence in Mathematics and Science Teaching is a national award administered for the White House by the National Science Foundation. Each year the program recognizes outstanding mathematics and science teachers from across the United States and four U.S. jurisdictions for their contributions in the classroom and to their profession. In addition to honoring individual achievement, the goal of the program is to expand and exemplify the definition of excellent science and mathematics teaching.

Rachel Willingham, a mathematics teacher at North Henderson High School in Hendersonville, NC, and Michael J. Bowman, a science teacher at Madison High School in Marshall, NC, were recently named as the 2007 North Carolina Presidential Awardees. Each teacher received a citation signed by the President of the United States, a $10,000 educational grant from the National Science Foundation, and a paid trip to Washington, DC for a week of celebration through events and professional development activities. Congratulations to these outstanding teachers who serve as models for their colleagues, inspirations to their communities, and leaders in the improvement of mathematics and science education.
